  4. of offices. In a rapidly changing business 
  5. environment, organizations that can be less 
  6. bureaucratic and more flexible will often 
  7. gain a competitive edge. However, too little
  8. bureaucracy can lead to anarchy, with 
  9. employees working at cross purposes and 
  10. their activities not being focused on clear
  11. objectives.
